Sometimes a poor clustering factor is the cause when Oracle Database cost based optimizer does not choose to use an index. Oracle 12c (12.1.0.2 EE) offers a new feature that can really help – “Atrribute Clustering”.  This is implemented with a new keyword on CREATE TABLE – “CLUSTERING BY LINEAR ORDER”.
